GitHub self-hosted runner alternative: managed runners vs running your own

What is the alternative to self-hosted GitHub Actions runners?

The alternative to running your own GitHub Actions runners is a managed runner service: you keep GitHub Actions, change each job’s runs-on label, and the provider runs the machines, images, scaling, patching and per-job isolation. Self-hosting removes GitHub’s per-minute charge but adds machines that bill while idle and the people time to keep them patched and safe; in our worked model a fleet only beats GitHub-hosted runners above about 106,000 minutes a month. Sengi is the managed option on faster hardware: AMD Ryzen 9 7950X3D bare metal boosting past 5 GHz with local NVMe, a fresh VM for every job and 2 vCPU jobs ready in 2 seconds, from $0.003 a minute, which keeps it under that self-hosted model until about 289,000 minutes a month.

Last checked October 23, 2026, against GitHub’s self-hosted runner documentation, secure-use guidance, runner pricing reference and billing documentation. The cost model and its assumptions are in what a self-hosted runner really costs.

Managed runners vs self-hosted runners: who does what?

Both keep your workflows in GitHub Actions. The difference is everything under the job:

WorkSelf-hosted (VMs or Actions Runner Controller)Managed runners (Sengi)
Machines and capacityYou buy or rent them, and size the fleet for the busiest hour.Sengi. Bare-metal AMD Ryzen 9 7950X3D, local NVMe.
Idle timePaid for. Machines bill whether or not a job is running.Never billed. You pay for job minutes; boot and teardown are never billed.
Runner updatesYou. GitHub requires runners to install new releases within 30 days to keep receiving jobs.Sengi.
OS and tool patchingYou. GitHub updates only the runner application.Sengi. One maintained Ubuntu 24.04 image.
Isolation between jobsA persistent runner reuses the machine; per-job isolation means building ephemeral runners.A fresh VM for every job, destroyed afterwards.
CacheYou run or rent the storage.Included: actions/cache, setup-action caches and Docker layer caching.
SetupImages, registration, autoscaling, monitoring, on-call.Install the GitHub App, change runs-on, merge.

How much does each option cost?

A month of 2 vCPU Linux jobs, three ways. Self-hosted assumes always-on 2 vCPU, 8 GB servers at $24 a month each, 40% average utilisation and five hours of ops time a month at $90 an hour. GitHub-hosted assumes GitHub Team’s included minutes, then $0.006 a minute. Sengi is $0.003 a minute after its monthly included minutes.

Job-minutes a monthSelf-hostedGitHub-hostedSengi
12,000$474$54$27
50,000$522$282$141
200,000$738$1,182$591

People time is most of a small fleet’s bill: 95% of the self-hosted total at 12,000 minutes. Self-hosting stays below GitHub-hosted only above about 106,000 minutes a month, and below Sengi only above about 289,000. These columns count the same minutes on every side; on Sengi’s faster hardware, builds finish up to 1.9× faster and bill fewer minutes, which pushes that crossover further out. The full model, its assumptions and the steps to test it with your own numbers are in what a self-hosted runner really costs.

What about Actions Runner Controller?

Actions Runner Controller (ARC) is GitHub’s Kubernetes operator for self-hosted runners. It starts a runner pod per job and scales the set with demand, which solves idle machines and gives each job a fresh pod. It does not remove the operating work: you run the cluster and its nodes, build and patch the runner image, upgrade ARC and the runner release, and give Docker builds somewhere to run, which inside a pod means Docker-in-Docker or a separate builder. Teams usually adopt it when they already run Kubernetes for everything else.

A managed runner skips the cluster altogether. On Sengi each job gets a full VM with Docker, Compose and Buildx installed, on a 5 GHz desktop CPU, and nothing to upgrade.

When does self-hosting still make sense?

  • Jobs that must reach a private network, a licence server or an internal artifact store that cannot be exposed.
  • Hardware or platforms a managed service does not offer, such as GPUs or a specific OS image. Sengi runs Ubuntu 24.04 on x64.
  • Very high, steady volume with a platform team already running the infrastructure.

For Linux CI that just needs to be fast and cheap, a managed runner gets you there with one line and no fleet. See how Sengi compares with RunsOn, which runs runners in your own AWS account, and the full runner comparison.

How do I move a job off a self-hosted runner?

Install the Sengi GitHub App on the repositories you choose, then change the job’s labels and merge:

jobs:
  build:
- runs-on: [self-hosted, linux, x64]
+ runs-on: sengi-standard-4-ubuntu-2404

Or give your coding agent one prompt and it opens the pull request. See how switching works and Sengi runner pricing.

Frequently asked questions

What is the best alternative to self-hosted GitHub Actions runners?

A managed runner service. You keep GitHub Actions and change each job's runs-on label, and the provider runs the machines, images, scaling, patching and per-job isolation. Sengi is the managed option on AMD Ryzen 9 7950X3D bare metal boosting past 5 GHz with local NVMe, with a fresh VM for every job, from $0.003 a minute.

Are self-hosted runners cheaper than GitHub-hosted runners?

Only at high, steady volume. In our worked model, with always-on 2 vCPU servers at $24 a month, 40% utilisation and five hours of ops a month at $90 an hour, self-hosting costs $474 a month at 12,000 minutes against $54 on GitHub, and stays below GitHub only above about 106,000 minutes a month. Against Sengi at $0.003 a minute, it does not break even until about 289,000 minutes.

Do self-hosted runners cost anything on GitHub?

Not today. GitHub charges no Actions minutes for self-hosted runners; you pay for the machines and the time to run them. GitHub announced a $0.002-a-minute platform charge for self-hosted use in private repositories on December 16, 2025, then postponed it before it took effect, and has published no new date.

Are self-hosted runners safe for public repositories?

GitHub advises against it: on a persistent self-hosted runner, code from a pull request can compromise the machine, its secrets and later jobs. If you self-host, use ephemeral just-in-time runners that take one job each. Managed runners such as Sengi give every job its own fresh VM.

What is Actions Runner Controller?

Actions Runner Controller is GitHub's Kubernetes operator for autoscaling self-hosted runners. It scales runner pods with demand, which cuts idle machines, but you still run the Kubernetes cluster, the nodes, the runner image and every upgrade.

How do I move jobs off self-hosted runners?

Change each job's runs-on from the self-hosted labels to the managed runner's label and merge. On Sengi that is sengi-standard-2-ubuntu-2404, sengi-standard-4-ubuntu-2404 or sengi-standard-8-ubuntu-2404; steps, services, secrets and triggers stay the same, and switching back is one revert.

The fastest hardware for your GitHub Actions.

AMD Ryzen 9 7950X3D desktop CPUs boosting past 5 GHz, on bare metal with local NVMe, a fresh VM for every job, and 2 vCPU jobs ready in 2 seconds. Builds finish up to 1.9× faster than on GitHub’s runners, and at up to half GitHub’s price per minute they cost up to 74% less per build. Change one runs-on line, or give your coding agent one prompt and it opens the pull request for you.
